Typically, they don't expect to sell as many as they do, so they run out of stock... and in order to actually make a combo pack like that, they'd have to create it in the database... yadda yadda yadda... Given that it was an online-only sale, the very least they could do would be to NOT DISPLAY the items that are not in stock.
